Nuclear security concerns the prevention, detection, and response to, criminal or intentional unauthorized acts involving or directed at nuclear material, other radioactive material, associated facilities or associated activities. While no single international instrument addresses nuclear security in a comprehensive manner, the Convention on the Physical Protection of Nuclear Material (CPPNM) and its Amendment are key legal instruments in this area. The negotiation and adoption of the original CPPNM, which entered into force in 1987, was based on the widespread recognition that while responsibility for nuclear security within a State rests with that State, there was a clear need for international cooperation to ensure adequate physical protection to prevent misuse of nuclear material. The CPPNM establishes legal obligations for Parties regarding the physical protection of nuclear material used for peaceful purposes during international transport; the criminalization of certain offences involving nuclear material; and international cooperation.

However, in the following years, it became evident that more needed to be done in order to further the effective implementation and improvement of physical protection worldwide and reduce the risk of theft or other unlawful taking of nuclear material or sabotage of nuclear material or facilities. The Amendment, which was adopted in 2005 and which entered into force in 2016, significantly strengthens the CPPNM in a number of important ways, relating to physical protection, criminalization and international cooperation. The CPPNM as amended is a cornerstone of the global nuclear security framework.

The IAEA will hold a webinar for officials from IAEA Member States on the Main Changes to the CPPNM under the 2005 Amendment, which will include an interactive Q&A session. Topics to be addressed include:

  • overview of the international legal framework for nuclear security and the role of the CPPNM and its Amendment therein;
  • discussion of the main provisions of the CPPNM and the modifications under the Amendment;
  • the set of nuclear security guidance developed under IAEA auspices and the relation with the CPPNM and its Amendment; and
  • the Agency support available to States in becoming party to and fully implementing the CPPNM and its Amendment.
